I’m currently at about 1493 in my first Austria play through since Emperor. I guess it's possible to use the join the empire CB only on states whose total province warscore cost is lower than 200% in total because it took me only one diplomatic idea on -20% province warscore to lower Naples below 200% and immediately acquire an imperial cb. If you try to make the papal states join this way, you get 10 IA but I DON'T RECOMMEND TO DO IT because if you succesfully rein in the Italians there will be an imperial event where the Papal states join the HRE and give you those sweet free 25 IA. Don't count on Venice or Teutons.Īfter passing the 3rd reform you gain CB on forcing other states to join the empire, you get imperial authority this way depending on the size of the country you are forcing to join.
It's hard to make the states join voluntarily and most likely only Albania, Ragusa, Danzig and other OPM will enter the empire. It gives less IA, less development (if you want to turn HRE rich you want not the -5% dev but to release every OPM, which you can achieve by revoking the privilegy and forcing the vassals to give back conquered lands), decentralization also has an awful CB that is in every way worse than the vassal swarm and takes longer to complete. Decentralization on the other hand provides literally the same things centralization does but with weaker benefits, and it takes even more effort to complete the tree because it has weaker IA growth modifiers. I don't understand the point of this branch at all, it's easier to get imperial authority via centralization because you get +25% IA growth already with 2nd reform, plus you get vassals and ability to unite empire if you really want that. Don't ever take the decentralization reforms, it's a badly designed branch that gives less benefit than centralization, it sucks no matter whether you are trying to unify the HRE or simply get obedient vassal swarm. The last time I played vanilla EU4 4 years ago. I acquired the vassal swarm as Austria by 1530 on my 2nd playthrough.
